In a match between Allison Fisher and Kelly Fisher, Kelly jumped an impeding object ball and hit the intended object ball which was the two ball. In the execution of the shot she touched the eight ball and it moved at least a few inches. The two ball came back and traveled to where the the eight ball was originally located, coming clearly in the vicinity of where the 8 ball was originally located.
The referee moved the eight ball back to where it was originally located and Allison objected and asked that the 8 ball be left where it lay.
Shouldn't it have been a foul on Kelly since the two ball rolled back into the space originally occupied by the eight ball?
I heard the announcer say that they were playing cue ball foul only so is it correct to not call a foul in this particular case?
