Ruling: WPBA - Mohegan Sun tournament

In a match between Allison Fisher and Kelly Fisher, Kelly jumped an impeding object ball and hit the intended object ball which was the two ball. In the execution of the shot she touched the eight ball and it moved at least a few inches. The two ball came back and traveled to where the the eight ball was originally located, coming clearly in the vicinity of where the 8 ball was originally located.

The referee moved the eight ball back to where it was originally located and Allison objected and asked that the 8 ball be left where it lay.

Shouldn't it have been a foul on Kelly since the two ball rolled back into the space originally occupied by the eight ball?

I heard the announcer say that they were playing cue ball foul only so is it correct to not call a foul in this particular case?

I think you just answered your own question.

As for the ref moving the 8 ball. I thought that would be up to the sitting player, so I can understand Allison objecting.

I guess I was thinking about the problems that "cue ball foul" only can cause and can't get it out of my head. This is professional pocket billiards and I would think that at the very least an object ball coming back into the path or vicinity of a formerly stationary object ball could alter that game significantly if it had been hit.

I've always thought that cueball foul only would include if a moved OB gets in the path of the CB, or if it changes the outcome of the shot at all. I would have called it a foul, but I guess it depends on what rules they are following.

I believe that was a foul under "cue Ball fouls only" and any other set of rules. At the very least Allison should decide where the 8 ball goes. The ref at Mohegan Sun is not among the best IMHO. By trade he is a comedian.
 
It is a foul, for sure! They play under WPA right?

No way to replace the balls, its a foul!

BCA rules, if my memory serves, clearly states that "CB fouls only" means just that...you can accidentally move an unintended non OB w/o penalty, and the opposing player has option to either leave it or replace it - HOWEVER, if the aforementioned inadvertantly bumped non-OB interferes in any way with the outcome, or probable outcome of the shot, it is deemed a foul, where the opponent receives Ball in hand as in all fouls.

I was there and saw the shot.

1. Even in cue ball fouls only rules, if the moved ball changed the outcome of the shot, it is a foul.

2. It is PLAYER'S choice to accept the new position or required the moved ball to be replaced. But the ref just moved the ball back without asking Alli.

All in all, it was very lame ref'ing.

20. Cue ball fouls only
If there is no referee presiding over a match, it may be played using cue ball fouls only. That is, touching or moving any ball other than the cue ball would not be a foul unless it changes the outcome of the shot by either touching another ball or having any ball, including the cue ball, going through the area originally occupied by the moved ball. If this does not happen, then the opposing player must be given the option of either leaving the ball where it lies or replacing the ball as near as possible to its original position to the agreement of both players. If a player shoots without giving his opponent the option to replace, it will be a foul resulting in cue ball in hand for the opponent.

This rule seems to state that if ANY BALL goes through the area originally occupied by the moved ball that it would not be a foul unless it changes the outcome of the shot.

I think the two ball hitting the 8 ball, could have changed the outcome of the shot quite easily. The two ball could have rolled off in another direction if it had hit the 8 ball giving the incoming shooter (Allison) a better shot or worse shot but it certainly would have changed the outcome of the shot.
