Safety Rule question

Isn't there a rule about the number of safeties on the same rail?
If my opponent and I each tap the ob into the same rail three times either of us can call a stalemate. I could not find this in the rule book.
If there is such a rule, how it this done in straight pool?

Here's the stalemate provision from the WPA (world-standardized) rules:

"1.12 Stalemate
If the referee observes that no progress is being made towards a conclusion, he will announce his decision, and each player will have three more turns at the table. Then, if the referee determines that there is still no progress, he will declare a stalemate. If both players agree, they may accept the stalemate without taking their three additional turns. The procedure for a stalemate is specified under the rules for each game."

In the event of a stalemate, the original breaker of the game breaks again in 8-Ball, 9-Ball, and 10-Ball. In 14.1, the players lag again for break.

[Caveat -- Events or leagues not following WPA rules may do it differently. And the rule in 14.1 used to be different.]

I think the three-times-by-a-cushion rule applied only to 14.1 (and maybe one pocket). The problem with the rule was that it was both impossible to understand and impossible to implement if the players also started to take close-by fouls that were not on the nearly-frozen ball. I think the general stalemate rule is a big improvement.
