I asked the seller a question about the wall rack the day the thread was posted, while the seller was online several times, I never received a reply. I chose not to pursue do to the lack of reply. I hope you receive your items.
 
OBO goes either direction. It doesn't matter if 99.99% of the time it's lower than the stated price. Maybe it's worth $1000 to someone and they offer that. if the two offers on the table are the stated price of $40 and the "best" offer of $1000 then it's a no brainer.

The OR is the key.

If no one offers at least $40 then the seller takes the highest one. If people offer more than $40 then the seller takes the highest one.

In this case the seller SHOULD have alerted all interested parties at $40 and above that there were several interested parties and they should bid accordingly. Or she should have just put it on Ebay with a $40 starting price.

"Dibs"??? Um, that doesn't work in real life. Maybe the seller didn't handle it the right way to give everyone a chance to bid but you can't seriously think that another person who wants something doesn't have the right to make an offer on it just because another person calls dibs. Try doing dibs at one of the "sample" sales in NYC and you might end up in the hospital with a high heel stuck in your eye. :-)

Cues came in today poorly packed, shipped late and not shipped as discussed, not packed as discussed. Carom King is pretty warped too.

Lack of communication, lack of competency - can't recommend dealing with this seller.

Turns out on closer inspection Carom King is broken due to crappy packing job. Paypal dispute opened.
