I don't have access to CueTable...

CB on head spot, OB against the side rail, 2 diamonds from far corner pocket. Want CB to stop below headstring against rail on the same side as OB.

1. Follow, three rails inside, short.
2. Draw, three rails outside.
3. Slight draw, inside, rail first.

Seems that the order of difficulty for me to execute is 2,1,3.

Do you think that any of these are riskier than others? Why?
 
Frozen to the rail, the first shot is fairly routine, the other two are probably too difficult to play in most real game situations unless you are Earl Strickland.

A little bit off the rail, the 2nd shot becomes higher percentage and the 3rd shot nigh impossible.

Try this, start with follow-left on the 1 try to get on the 7 then the 10; do that 5-10 times. Now set the balls up the same way and try to get shape using draw-right 5-10 times. If you’re like most people the follow left will be more consistent; but in practical play you need to work on both because of the “secondary OB interference” with the follow-left path.

But (for me)in what you describe I think #1 is the best solution if there are no CB path concerns.

Is the ball frozen to the rail or not? Frozen makes it an easy ball to cinch if you're just gonna roll it in at 5 mph... but a difficult ball to pound with english.

In terms of "easiest" ... outside draw probably. Outside spin is somehow just easier to aim than inside for most of us. And it looks like a little less travel and therefore less force needed.

But, it carries the risk of a scratch in the opposite side pocket, assuming you're making the cue ball move in a "Z" from the first side rail, to the second, back to the first.

So I'd personally do high inside here, even if I might miss the object ball a hair more often. Beats scratching.

The railfirst inside draw is a trick shot and hard to aim... and it seems to require a much better stroke to pull off. The spin off the second rail is unpredictable. I've hit near "A" and I've also spun straight to the foot rail. I wouldn't consider it a serious option though it's fun.
 
Dont know why it comes up invalad I tested it before I posted it that is strange oh well OP got his answer and I agree with it, I would give almost the same answer.
