into next rack opponent makes brake ball scratches leave full rack. opposition has ball in hand. what is the penalty for not crossing head string with cue ball???
 
I believe the shooter commits a foul for "bad play from behind the head string" and the incoming player gets BIH behind the head string. At that point both players would be on one foul (assuming the scratch on the break was that players first foul).

Click on 14.1, See Rule 4.9 Standard fouls, and then click on 6.11 foul from behind the head string.
