If all the balls are up table behind the headstring, and the incoming player has not scored yet, if he takes an intentional scratch and shoots the cueball into a pocket, does that mean the other player has to shoot the cueball so that it leaves the kitchen first and then strikes a ball, or is there a special rule for that?

According to the BCA rule book that's what happens. Object ball closest to the headstring spots to foot spot.

There is only one place in the country that i know of where all the onepocket players push all the balls up table on a consistent basis.......................................KENTUCKY..........LOL
