The DCC rule:

Edge of Ball Determines Position at Head String​

The “base of the ball” rule does not apply at DCC. To be playable, object balls must be completely down table of the head string. This is determined by the EDGE of the Ball. The edge of the ball may not touch or overlap the head string, even if the base of the ball is completely down table of the head string. The decision of the referee is final.​

Even the Break Shot, the EDGE of the cue ball must be fully behind the head string.​

Note that Fedor was breaking from the same location.

Maybe that 1" does make a difference, and that is why MR came up with that weird break box. Regardless, everyone else had the same chance to break from the same location.

From that angle - looks legal to me, i can see a good bit past the line and it's straight down the table vs from the side on the last pic (Ref)

Well, Filler was not doing that. ...

I think Filler was, indeed, observing the DCC rule (edge behind the head string) against Van Boening and Gorst. Take another look at the videos (still available on Digital Pool) when he brings the cue ball up to his break spot.

And Bob's term "belly of the ball" does mean the edge, not the center or base of the ball.

Watching the SVB vs Filler match, it appears to me that he was not doing the edge behind the head string.

Either way, after hearing what SVB had to say about the match, I think we witnessed one of the most perfect sets of 9 ball that we will ever see again. Filler's run will be handled like Corey's soft breaking and the break will be altered at Derby to prevent him from doing it again.
