WHAT DO YOU LOOK AT SPLIT SECOND BEFORE STROKING THE BALL..........CONTACT POINT ON CUE BALL OR THRU THE SHOT AT THE BALL YOU ARE GOING TO HIT?

before you even begin your final forward motion, and right through the finish of your stroke, your eyes should be on your target. That would be the aiming point on your object ball, or if you are kicking, the point on the rail where you need to aim.
(There is more to personal eye patterns than just this, but this was the question you asked.)

make sure you are focused on the target throughout the entirety of your stroke. Pause for half a second before starting your final stroke, to allow your eyes to adjust.

Use your mind's eye to make sure the cue tip contacts the cue ball where intended and keep your eyes on the object ball on the final stroke. Using your mind's eye is just like touching your nose with your eyes closed. Simply put the cue tip within a 1/4 inch of the spot on the cue ball you want the tip to contact and hold that spot in your mind without looking at it as you stroke. If you change your cue alignment to adjust your aim then redo the procedure before stroking again.
