Yes, and vice verse. A CB that's heavier than the OB will follow easier; a CB that's lighter than the OB will draw easier.

For CB/OB of the same weight, follow is easier than draw, but the fact that the CB is already going forward isn't the reason, because the OB stops the CB before the follow takes effect, so the CB's forward momentum doesn't help. What does help is that the friction between the CB and the cloth tends to spin the CB forward, which helps follow but "rubs off" draw.
It's also true (as I said elsewhere) that a heavier CB follows better and a lighter CB draws better.

It IS a very nice shot. I would imagine he hit it about 1 o'clock. Too much right and he would have risked falling on the wrong side. What's more, if you don't hit it hard enough, you also risk catching a portion of the pocket, not enough to scratch but definitely enough to lose the position.
