Do Pros prefer their tips low or high?

You can't lump "Pro's" into a single entity. They are individual players as are the rest of the pool community.
However, I do have one A player that has me trim down new tip installs to about half the original height.

I did a tip for one pro player. He wanted it cut down to about a layer and half sidewall, nickel finish. Makes for a solid hit straight away

High or low, what's that mean?

I can's say for sure about now. But back in the late 80s and early 90s when I worked on a lot of the Pro's tips at the tournaments. Most wanted the tips cut a little lower than full height. Some wanted it cut really low. Very few wanted it left full height. Back then they were pretty evenly split between nickle and dime radius.
