Good Format

That is a good format! Reminds me of barbox play. If you don't run out you likely lose.

This format would certainly make for more exciting matches — more offense. It would also make pool more athletic since players would have to move quickly, walk briskly, and overall be on their toes in regard to the shot clock.
 
If we're looking to make it more skill based wins, how about must win by 2 on hill-hill? In addition to the shot clock, how about shot bank where you are rewarded for faster play. Start off with a shot bank of 45, and every second under 15 per shot is added to your bank.

I think Dennis Hatch won the Players Championship in this format.

It was an exciting format to watch imo.
 
This works, also notice the cue ball, Red Circle. Wouldn't mind seeing it again after they sink all the measle balls to the bottom of the ocean. Gunslinger pool, I like it.
