I started experimenting with looking at the cueball while delivering the stroke around 01-04-2013, and am pleasantly surprised with the result.
The first thing I noticed was expected. I was able to much more precisely place the cue ball.

The next noticeable improvement was shooting off of the rail. My make percentage improved looking at the cueball.

The break shot was next, I was hitting the rack more squarely and more consistently controlling whitey.

Then I starting improving my make percentage on the long backward angle shots that I have always struggled with.

It is still working very well for me and I am now rated as a Master in the Western BCA.

My "Whole Shot Routine"(as opposed to pre-shot routine) has 3 critical steps. Almost all of my misses, can be attributed to a break down in one of these three steps.

1.) Pause at the back of my final stroke, then.......

2.) Focus my dominant eye on the exact spot I intend to hit on the cue ball, then.........

3.) Feel like I am starting my forward stroke with my fingers.
 
straight in and close to the rail on the last money ball, damn I've missed quite a lot of them.
 
Well crap...

I guess it's the darn inside english when I hit below center ball. Drives me nuts!
If I ever master it look out for the old guy!

I have found that by adding the jacked up over a ball routine to my practice, I have increased my make percentage on that shot. I use a straight in shot and place a ball behind the cue ball. If I make the shot twice in a row, I simply move the ball I am jacking up over forward or backward allowing for some great practice. This drill has really helped my confidence level on these shots. This was one weak point of my game I could no longer deal with, so I added it to my practice.
