Very good post.
No doubt, you will get some replies from those who don't know sh** about this subject,
and so will attempt to cover up that ignorance with what they call "humor."
(Case-in-point: the 1st reply to your OP)

FIRST: let's get his name correct, it's Ruslan Chinahov.

My take is that Chinahov would be eligible for Team Europe simple because,
as you say, part of Russia "feeds" into the European continent, the Urals notwithstanding.

However, I feel that since Chinahov is a Russian national (that's my educated guess),
the de jure Russian government in the area in which he resides, e.g. oblast, republic, or krais,
might be holding up political barriers that are preventing him from joining European sport.

Remember, it's a political world in which we live.
Whether he has access for qualifications to make Team Europe is another story.

Even though the area east of the Urals if sometimes called "European Russia", Russia is part is Asia, IMO.

Interesting...25% of Russia is considered Europe by many, but it's not unanimous.
77% of the Russian population lies in 'European Russia.
Russia does not take part in Asian games or Asian summits.

I think the majority of the population feel they are European.

Lot of uncertainty here, not unlike where North America ends and South America
starts...I never got a satisfactory answer on that in school.
 
Konstantin Stepanov of Russia played on Team Europe in the 2007 Mosconi Cup. I do not know what part(s) of Russia he and Ruslan are from.
