A:From USBA Site: Looking for volunteers to become a “USBA” Delegate:
I am also looking to set up USBA “Delegates” across the country. One or more delegates representing each room in the country that has 3-Cushion tables. That is a lot of delegates!!!
Delegate responsibilities:
1) Run USBA tournaments or qualifiers in your assigned room once per month or every other month (We will teach you). If possible, I feel that you should be compensated for your time. Perhaps you can take a “piece” from the prize fund (say $ 100 or $ 200) depending on the size of the tournament. It is not mandatory, just a suggestion. You will notify me of any USBA events that you would like to have in your room.
2) I will provide your assigned room with a USBA “Bulletin Board” and/or tripod stand which you will need to keep up-to-date with information that is sent to you by me. By doing this, we can inform all billiard players from around the country, not just the USBA members, of ALL USBA events and happenings. This should increase participation substancially.
3) For any events that are being held at or near your assigned room, you will need to make copies of flyers (the original is supplied by me) and display them in your room. This way, every room will be advertising other nearby rooms' events as well as their own. This will ensure maximum turnout of players to every room's event. Flyers will also need to be copied and displayed for all major USBA events. Copies can simply be printed up from an email that I send to you.
4) Not mandatory, but recommended:
-Having an email address is crucial nowadays. Without it, everything takes MUCH longer and is more expensive.
-If you have a laptop and printer which can be used at Tournaments, it will soon be much easier to run things. I will eventually have a computer program which will be able to print up the schedule of games to be played at the touch of a button.
If you would like to become a Delegate, please contact me and I can answer any questions you may have. If you would like to contribute to the game of billiards, but do not have a whole lot of time to do so, becoming a Delegate may be the best way to go. Maybe you will need to update the bulletin board once per week, print up flyers once every 2-3 weeks and run a tournament every month or two. I will look into the possibility of providing all delegates with some “fringe benefits” as well.

Section 2.01
Membership requirements
Membership shall be open to any individual or entity that applies for membership in and supports the mission and policies of the association.
Section 2.02
Membership Categories
The general categories of membership shall be Regular and Honorary (as defined in Section 1.04). The Board of Directors may adopt from time to time other membership classifications consistent with the mission of the organization.
Section 2.03
Admission to Membership
Admission to membership shall occur upon the submission of a written application and the payment of the appropriate dues.
Section 2.04
Membership rights
All members in good standing, regardless of category, shall be entitled to one vote on each matter submitted to a vote of the members.
Section 2.05
Voting by Mail Ballot
Votes that require a vote by the membership at large shall be conducted via a mail ballot. Unless specified otherwise by this Constitution or by enactment of the Board of Directors on specific issues, a majority of the votes cast will determine the outcome of the vote.
Section 2.06
Transferability of membership
Neither the membership in the Association nor any rights of membership may be transferred to another person or entity.
Section 2.07
Non-Liability of Members
A member of the Association shall not solely, because of such membership, be personally liable for the debts, obligations, or liabilities of the Association.
Section 2.08
Termination of Membership
A member may be dropped from membership for the following reasons:
a) Non-payment of dues or other financial obligations to the Association.
Non-payment of dues or other significant financial obligations shall result in termination of membership consistent with policies established by the Board of Directors and carried out by the Secretary/Treasurer without further action of the Board.
b) Conduct which tends to injure the Association or which is contrary to or destructive of its purpose.
Allegations of misconduct shall be stated in writing to the member who shall be given full opportunity to respond to those allegations before the Board or a body designated by it. Such termination must be achieved by at least a two-thirds (2/3) vote of the Board of Directors.
c) Failure to conform to and abide by the Constitution, Code of Ethics, rules and policies of the Association, as well as decisions of duly constituted committees of the Association.

Dues:

2) Members may start or renew their memberships at a rate of $ 135.00 for a 3-year Membership.
3) Life Memberships are no longer offered, but existing Life Memberships will be honored.

ARTICLE VII - USBA TOURNAMENTS
Section 7.01
Sanctioned Tournaments
All USBA sanctioned tournaments require that players shall be a current member in good standing of the USBA or that they pay the USBA a $25 non-member tournament participation fee. This includes any “foreign players”. The players who pay the participation fee will NOT receive USBA Ranking Points for that tournament and will not receive the benefits of USBA membership.

Residency Requirement
Participation in USBA national carom championships (and all qualifying tournaments leading up to the Nationals) shall be limited to persons who are members in good standing of the USBA and who are citizens of the United States or who are legal resident aliens that have a valid green card.
ATTENTION ALL PLAYERS WHO WISH TO PLAY IN THE NATIONALS:
Eligibility Requirements for the USBA National Championships and Qualifiers:
Because the top players in the National Championships will be representing the US in international competition, all participants must meet the nationality or residence requirements for such events. All players in the qualifying events must sign an eligibility form, claiming either US citizenship or official permanent resident status.
At the Nationals, each entrant must provide physical proof of eligibility. There are three basic forms of such identification:
1) a birth certificate showing birth in the US
2) a US passport
3) a "green card" (Permanent Resident Alien identification).
One of these documents must be brought to the Nationals in 2009 by EVERY PLAYER so it can be authenticated and recorded by the Secretary. The only exception is if a player has already submitted the document to the USBA for authentication and it has been approved. Once you have had your status checked and noted, you do not have to provide proof in the future, although the Secretary should be notified of changes, such as if you become a naturalized citizen.
These requirements apply to all the National Championships including the Women's and Junior’s Championship events. In addition, any player in the Junior event must be no older than 20 on January 1st of the year of the competition.

Vacancies and Newly Created Directorships
Vacancies of any Directors or newly created Directorships resulting from any increase in the authorized number of Directors may be filled by the Board of Directors. Such appointments will be in effect until the next scheduled election
Regional Director Guidelines:
It is expected that a member of the Board will:
1) have and maintain reasonable computer access and check for online Board communications on a regular and timely basis,
2) participate with reasonable frequency in Board discussions, whether on the Board forum, or otherwise,
3) help direct/promote local tournaments.
Encouraged activity:
A Regional Director is strongly encouraged to visit/contact as many billiard rooms as possible within his/her region to establish a relationship with the owner or a representative of the room. If there is no current representative of the room, the Regional Director is encouraged to help establish one. Teaching someone from the room how to run tournaments is ideal. A Regional Director should be available to help local room representatives with information, forms, materials, advice, etc. A Regional Director is encouraged to insure that each room in his/her region has a USBA Membership Display, Poster and Membership Applications which can be provided by the Secretary. A Regional Director is encouraged to promote the USBA and tournaments as often as possible.
A Regional Director can seek reimbursement from the USBA for reasonable expenses incurred during the performance of his/her duties, subject to the approval by the Secretary and/or the Board of Directors. If possible, the expenses should be approved in advance. The normal reasonable expenses are:
- Gasoline expenses incurred in the "establishment" of a new relationship between a room and the USBA
- Necessary tournament & recruitment materials
