The player is Roman Hybler and had that ball stayed down then Raj would have been eliminated in the semi-finals of the 2005 World Pool Masters. Having seen that shot you knew not to count him out in the final even when he was so far behind Rodney Morris. The luck was on his side in that tournament without a doubt.

Looked like he jumped the ball slightly so it hit the curved part just right. It was going pretty fast when it hit the bottom of the pocket.
 
at my pool hall we have a pocket on table 1 that does this regularly. it only takes the right speed.

on bar tables, this is more common, i've seen it quite a lot. wow that would suck in a major tournament.

I've heard of this as a phenomenon associated with new Brunswick model tables, like the Metro (in this video clip) and the Gold Crown IV. Something to do with their newer style of flush pockets. Never seen it happen myself, but I've seen Johnny Archer in a Pro tournament played on a GCIV purposely putting balls into a pocket he was about to shoot into, which is supposed to prevent this from happening. (I'm guessing from the audio that the pocket in the video clip was empty.)
 
Bar box corner pockets tend to have a "springboard" effect on balls sometimes and they'll jump back out. I have seen one jump out of a side pocket as well. I've heard a story about a ball being shot into one side and it travels down through the return and up out the other side pocket, but I've never seen it myself.
