Unfortunately for all of us, these rules are not routinely in effect.
The last league I played in, and the last 2 tournaments I played in decided to use their own rule set (two of the three had never heard of the world standardized rules).

The sport suffers from the wide variation in rules for both general principles and specific games. The standardized rules need to filter down to the general pool playing public. Pool needs something like the BCA was supposed to be; a widely accepted ruling body that sets standards and promotes the game...maybe I'll live long enough to see such an organization succeed.
Yes, it's too bad that organizations which belong to the BCA are not required to use the rules recognized and supported by the BCA (the World Standardized Rules).

One thing that might help is to give a set of the rules to the organizers of the rogue tournaments/leagues, but they would probably take offense.

You're right. As phrased it constitutes advice to the player and that should not be in the rules. The Regulations describe how the rules are to be applied, and that is a better place to clarify what "obvious" and "intended" mean for called shots.
 
You shouldn't feel like a fool, you should feel sorry for the person whose self worth is low enough to be willing to sacrifice their integrity and be proud of your own condition.

If it's within the rules, it isn't necessarily a matter of integrity. Some people sincerely believe that following each rule is as much an objective of the game as is pocketing the balls. If I'm playing somebody who is going to hold me to that standard, I need to do the same in order for the game to be fair. I don't like that atmosphere and prefer that only banks, kicks, combos, and the game ball need to be called. But the same situation could arise even then, as it did in match in question. If there's a combo with the object ball an inch from the pocket, the second ball an inch from the object call, and the cue ball four inches from the second, it's a feel-bad moment for everybody, me included, if my opponent doesn't call it. But if the rules state that all combos must be called, the shot is a foul. The same applies to me, and there's a reasonable chance of my making the same mistake at some point in the match.

That's all I'll say about it, because I'd never play a game for anywhere near that kind of money without a trustworthy ref. There must have been an open container of glue nearby when I wrote my first post.
 
The shot we've been debating could have been something like this. This is a combination that couldn't be much more obvious. Perhaps the ref had an incorrect understanding of the aforementioned "should" rule and took it to mean combo's "must" be called.

I wish someone that saw it could have drawn up the wei cuetable, perhaps much of the wasted and heated energy in this thread would have been avoided. It's still been good discussion IMO and hopefully has assisted in some people's way they will view and enforce rules in the future.
