I cut my own shafts
I cut my own shafts which makes me much more inclined to play around with tip sizes and tapers than most. I have also used everything from monster cues to snooker cues to shoot regular pool with in the past. For me a 12.30mm is too difficult to control for table length shots on a nine footer and a 13mm is too difficult to move the cue ball around with. I once used only 12.75mm shafts and that seems like where I am headed again, or perhaps a tiny bit smaller say to 12.50 minimum.
The engineering types can give numbers if you ask for them but you lose a tremendous amount of stiffness and mass going to a smaller diameter. "Best" for you can only be defined by you but you will find a huge difference if you go to a 12.25mm shaft. That is a finesse stick particularly when moving the big balls around. If you like to bang the balls pretty hard sometimes you probably won't be happy. If you like to nudge things around and have pinpoint control of the cue ball the 12.25 tip may be perfect for you. As much difference as there is you might try going halfway first if you are having a shaft thinned.
Area doesn't tell the whole story but is more of a factor than diameter so halfway between 12.75 and 12.25 is roughly 12.375mm instead of 12.50mm if my math is correct. You will notice a substantial difference between each step if you go that route.
Post results after you make changes and shoot for awhile, if you make changes please. Inquiring minds always want to know.
