If you are looking at devices then it’s not a pro job.
You need a proper cue lathe or modified metal lathe in order to do professional repairs.

If you have the skill, you need almost nothing. A sharp blade, some sandpaper, something to burnish the sides. It won't ever be real fast, but you can do it.

Ok you got me there. I guess answering that late in the night/morning impaired my reading skills. I was thinking about more than just tips.
To the OP like DeeDee said simple tools do work. Examples on YouTube.
Some “devices” can be damaging so be careful.
