Although, to be honest, it sounds like you are a guy who likes to do things right and I'm not sure that using those kinds of tools will build any skill that turns out to be useful when you get to the serious part of cue work.
I would LOVE to do all of my own shaft/tip maintenance but I just cannot justify the cost (and learning curve) of going the lathe route. And since I play for free, virtually, it is no big deal to spend $10 getting a shaft cleaned and reconditioned by my cue guy once or twice a year. But I see stuff like this and I get a yen to jump in. Years ago one of the costliest TV shows I ever watched was the New Yankee Workshop, because it sparked several years of woodworking with the requisite investments in equipment. LOL
