After striking the cue ball I noticed my shaft was vibrating quite a bit more than normal. When I compared it to a few different friends' cues, it was enough to make me think there might be something wrong with either the shaft or my pin. If it happens to be my pin that is loose, is it fixable, and is it costly to get it fixed? Thanks

While it might be possible that the pin is loose, shaft buckle happens on every shaft. Depending on the taper, some wobble more, some less, especially on firmer hits.
Do you have a long taper? Is the taper sanded down(da horror)? Have you tried a different shaft?

Yes it is correctible, but it may not be the pin, it could be a loose weight bolt, Bumper, or shaft insert. Take the shaft and hold it lightly by the back and tap it on a table, if it sounds solid it is not the shaft. Do the same thing with the cues butt and listen to the sound if at any time you hear a rattle it is the butt.
Check the bumper and the weight bolt for tightness that may solve the problem.

I would hit a few balls with just the shaft to make sure it isn't a loose/cracked ferrule.

I had a crack ( about 3/4" ) on a Pred wood to wood joint on the butt side and after proper consultation with an excellent cuesmith, I had to replace the butt. It depends on the situation.
If he could repair it, it would have been about $50. For $20 more I replaced the butt.
