No, if a player is ahead by more than 7 points and only the black is on the table, any pot or foul ends the game. I have seen several other clearances in which the player uses some kind of flourish on the black or even goes in-off. Even if the player misses the black and doesn't foul, his opponent simply concedes since there is no way to win.

He had one or two hard shots the whole time, and there were no real position demands as far as I could see. I am not impressed.
