Touching the rail foul - WPA rules

Is there any rule in the WPA that there is no touching the rail foul if the OB is deep in the middle/corner pocket?

Thats easy one - if the ball doesnt fall into pocket OR doesnt touch the rail it is a foul and it doesnt matter how deep the OB is in the jaws of the pocket.
