yes as a private business you are free to make most of your own rules. and as a customer you can choose where to go.
but part of the role of govt. is to protect its citizens. and that is important even if you dont always agree with their way of doing it.
some may think this is not worth worrying about and that is their choice. what if it was a small pox explosion would you still feel you had the right to go where you want un protected with others around. maybe not. but this is the same thing but on a much smaller scale and affects a differenrt class of people more than others. so those not affected may feel they do not have to participate.
