Well ....

If the scanner needs to be within 15 feet of the chip, then why couldn't
you just go ahead and find it anyway without the scanner. I mean you know what your case would look like.

Now, when they can search and locate a chip through satellite, then we
are talking.

knowing theres an item within a 15 ft radius and FINDING an item in a 15 ft radius are two completely seperate things.
