I have a friend who loves NCIS(I never watch it), and he said they do weird references like that. Like they did a reference to an old TV series called "Napoleon Solo" because David McCullum is on the cast.

The anime thing is really bizarro. That's some deeeep reference.

Love NCIS, and watch it all the time..... same with CSI, Criminal Minds, Bones, and 48 Hours. All great shows. Used to watch X Files, but it started to get a little too far fetched for me.

Yes, they all make some very deep references in all of those shows.
