Yes, a not centered weight will cause a perfectly straight cue to wobble. As it rolls it will seem to almost stop and then continue...sometimes even trying to change direction as it stops. I have seen this often with some of the cheap house cues from China. It really won't hurt the playability...just resale value. Often it can be corrected. Pull the bumper off your cue and see if it has a weight bolt...no telling who has done what to the cue over the years.
