This is a tough one.
The joint pin is standard from Atlas or any of the other supply houses.
The points appear similar to "purchased" parts that I have been seen before. I'm not saying they are, of course, I'm just saying that whoever built this cue could have purchased the parts to build it.
There are probably 10,000, or more, people across the US that could assemble a cue like this.
I am only commenting on who or how many people could have built this cue. I'm not saying making cues from parts is a bad thing, or that they are bad cues. I've seen many parts and cues made from them that were top notch. But when it comes to who could have made this cue, these things really open up the possibilities.

I came across a cue very similar to this at a pool hall I used to play at, it looked very similar to a southwest and the own said it was made by a company or maker called gator cues(I'm pretty sure that was the name) I don't know if this helps but if I remember any other details I'll let you know
