Unknown Cue - Need Info Please

A friend of mine asked me to try and find out who brought this cue into the world so here I am.....any ideas? Thanks in advance!

It seems to be a so called Palmer Cue from ebay. Not an original Palmer btw. Check out the link here

Also, the design is based of a Helmstetter cue I have seen.

Most all the cues I've seen using that style bumper...are made in China.
