Unknown (vintage?) cue

Not at all though it's really not a bad idea. I've begun using 5/16-18 for weight bolts on a few cues and just tapping them for the allen screw myself. The insert wouldn't be a bad option in some of the softer woods

I saw this being built in the harris cue company shop a few years ago. it seems all your guesses are wrong. visiting panama city on vacation from Arkansas and rob stated he was making some really old style cues, down to the Delrin and 5-16-14 which he almost never used. hope this helps.

Makes sense on the gappy points
 
old school , but a modern cue because of the jointpin and the well cored butt .
sanded down for refinish .
the wrap dont look like cortland or penn .
rauenzahn bushka copy , my guess .
very nice cue

Wow....Well if that's true, I guess "rob" should, at minimum, re-evaluate his finishing skills.....
