This is played on 9fts. You do NOT have to be an APA player to compete. Non-APA players have to pay a higher entry fee, which is usually like $10 more, very nominal. This is not a format where you can just buy into the second part of the tournament, you HAVE TO play in a qualifier in order to compete.
 
Yes, you must play in the qualifier to get to Nationals. Also you have to pay another entry fee for the national event. The qualifiers are $40 for APA members & $50 for non-members. The national event is $60 for APA members & $75 for non-members.
 
But if you make it to the National event your hotel accommodations are paid for, you just have to cover your travel.
