This is an issue with certain Time Warner cable modem'/Routers. You need to call them and complain. Unfortunately, it may take a little while trying to get to a tech who knows what they are doing / what is happening. That said, they can and have fixed it in less than 5 minutes once you get to the proper level tech.
There was a post about it a few days ago in which Jim of Accu-Stats posted about the need to get a 3rd level tech to fix the issue.
