Various League Equipment Rules

I'm thinking about rejoining leagues, but have no idea what I can or can't use as far as:

Break cue / jump cue tip material
Jump Cue Configuration/ Use
Cue weight minimum/maximum

CSI
APA
NAPA
TAP
other?

What's the latest (for those that actually know)?

APA - no jump cues. No laser devices on a cue and no mechanical type cues. I think other than that there are no equipment standards, ie - the table doesn't have to have a slate bed, it can be the Mizerak Walmart Slaton or particle board bed. Generally it's a Valley, but it leaves the door open for some real crap.
 
in apa jump cues are allowed in masters....any type tip material is allowed on playing and jumo/breaking cues not sure about weight restrictions.

in napa. afaik any type tip material is allowed on cues.... jump cues allowed....again not sure about weight restrictions.

not sure about bcapl as i have not played it in years and have never played vnea or tap.

if i remember i will ask my apa lo tom night about weight restrictions.

You should just check their websites to get the most up to date info. For CSI/BCAPL:

9. Cues
a. The width of the cue tip must not exceed 14 millimeters. There is no minimum width.
b. The weight of the cue must not exceed 25 ounces. There is no minimum weight.
c. The length of the cue must be at least 40 inches. There is no maximum length.
d. The cue tip must be composed of leather, fibrous, or pliable material.

This matches the WPA rules.

There is no mention of phenolic tips in these rules. If I recall correctly, back around 2008 they banned phenolic tips, then un-banned them around 2012, and now don't seem to mention them at all, which I assume means they're still allowed.

Jump cues are allowed, as long as they're at least 40" long.
 
VNEA allows jump cues and break cues of all types. No tip restrictions that I'm aware of. I believe there is a rule against shaft jumping.

This is from VNEA's 2016 Championship flyer.

Cue Specifications:
Width of Tip: Not to exceed 15mm.
Length of Cue: 40 inches min.

Various “Rack Systems” will NOT be allowed. (I am not sure what this is, I assume that it means you have to use a traditional triangle to rack).
DEVICES ARE NOT ALLOWED FOR JUMP SHOTS.
