VNEA Rule? Ball knocked into pocket by hand accidently

Way over thinking this one. It is always the opponents choice, whether or not, to replace a bumped ball. The ball going in a pocket doesn’t change that. It just makes it a foul. The tougher question is, who pays? Since most VNEA venues don’t have access to the table, someone will have pay, to retrieve ball.
 
It seems to me that it is clearly a foul. As to whether it needs to be brought back up onto the table it also seems clear to me that this is the non-fouling player's choice. As to who pays, I have never played at a VNEA venue where the staff could not open the ball return window.
