I feel like this is a dumb question (did a search), if I need to drill & tap for a 3/8-16 weight bolt, what size drill bit will I need to use?
 
Material differences

Most of those charts listed are for aluminum, brass and other metals. It has to be different going in wood?

no, it's not different, the chart is based on 75% of the pitch for thread engagement. This diameter is not what makes threads tighter or looser when screwed together. For tighter engagement or fits, of internal threads you need a smaller pitch diameter, or larger pitch diameter on external threads.
