Take a good soldering iron and heat up the bolt if you can reach it. once the bolt starts warming up, start trying to loosen it. As long as you don't smell wood burning you will be ok.

This is the same method I use, if you have ever changed the weight on a Heubler cue this method will save the day, It seems that Paul glued all his weight bolts in.
For the OP, it may take some time to do this but be patient it will work, just remember to keep the tip in the soldering irons tip in the center of the weight bolt and it will cause no problems with the wood or the other materials in the cues butt.
