I dont know why you would want to, but wpa rules say you can't do that.

2.4 Second Shot of the Rack – Push Out
If no foul is committed on the break shot, the shooter may choose to play a “push out” as his shot. He must make his intention known to the referee, and then rules 6.2 Wrong Ball First and 6.3 No Rail after Contact are suspended for the shot. If no foul is committed on a push out, the other player chooses who will shoot next.

There is one situation I can think of where you might want to play a push out with cue ball in hand. Suppose the lowest ball has other balls clustered around it and you can't tell whether you can hit the ball first or not. If you do hit it first, you make a 100% combination and have a good chance for the run. If you don't hit it first your opponent gets ball in hand and likely runs out.

A common play in that situation is to move another ball up to the group so there is no way other than a jump shot to hit the next ball, and your opponent is on the first foul. (There is a great YouTube clip of this situation.) But suppose there is no convenient ball to nudge up to the cluster.
