Can someone explain what "no count" 14.1 is exactly?

Also, what does it mean to "play the ghost," say in 9-ball?

no count - used as in "20-no count". A good player usually uses this as a handicap. If they fail to make 20 points consecutively, they forfeit all points. They must run over 20 balls to acquire any points.

play the ghost - typically another gambling proposition for a good player. They break a 9ball rack. Sometimes, they get one ball in hand after the break. If they fail to run the table, they lose.

Usually playing the ghost means you get a ball in hand after the break anyway not depending if you made a ball from the break or not. If you run the table from BIH, you score one, if you don't, the ghost scores one. Eh ?

If he runs 19, he gets zero points, if he runs 20, he gets 20, if he runs 21, he gets 21 etc. I'm not sure if 20-no count mean he has to run 20 or 21 to get points... I might be wrong that he has to run 21 to get to the scoring board but I guess that's just how the match is negotiated.
 
Also heard it called Playing God. Your opponent is a perfect pool playing genius and any safties are futile. You must run the rack or lose. No defense whatsoever. Great practice. If you can beat God "the ghost", you can beat anyone. I watched Cory beat God in a race to 7. Pretty darn neat.

20 no count means that if the shooter gets 20, but misses on 21, he still gets that 20 points.

please forgive my 15 second reply above, I could've been a little more verbose, however my attention span is really short. :D

Playing the ghost reminds me of a joke I once heard...

3 brothers are staying in a hotel, one on the 1st floor, one on the 2nd and one on the 3rd. They check in, have dinner and part ways to hit the hay. The next morning the brothers meet for breakfast and ask one another how they slept. The first brother says "I slept like a baby." The 2nd brother says "I slept fine, but the toilet was out of order so I had to crap in a bed sheet and throw it off the balcony. The 3rd brother, the one on the ground floor says "I was attacked by a ghost on the back porch! But don't worry, I beat the sh** out of it and went to bed."
