I agree, at first it looks like that. If he were doing a recut, wouldn't the tail stock have to be mounted higher than the chuck? There also does not seem to be enough tool profile for that. The tool almost looks like a slotter. Did he have any designs with barbells or such? My guess is it is a straight line to fill with a veneer.

My first thought was recuting also, but could be slotting, either way looks as if he is centering the cutter in the picture.

It's interesting it doesn't look like a spliced point. Here are some more pictures.

I had several of his early cues. One was like an old Bushka type with the Titlist butt. The others I was certin were spliced blanks. This was in the early 70's before Pano points. But that point in the picture looks flat.

If this is the same blank, I guess he cut the bottom to make the point into a diamond shape inlay.
