This is how I do it. Linen wraps (my preference) are so cheap, I just get it rewrapped and be done with it.

I have screwed around trying to clean and at the end of the day I was never satisfied and ended up getting rewrapped anyway.

Just me, but its just too cheap to screw with.

Soap and warm water..follow the warp around ,not up and down...
 
Your handy, helpful, and handsome cue repair person can do it for you in a jiffy, and the cost should be minimal.
Or, clean it youself with a small amount of Dawn liquid dish soap (I prefer the lemon scent, myself) mixed with water. And, by small amount I mean damn small. After cleaning, wipe it down with a damp cloth.
Remember, the only thing holding the wrap on is a thin film of Elmers glue.
 
I use a heavy duty paper towel wet with spray starch. Not only cleans it, but puts a nice finish on it as well.

Don't use alcohol. :) You guys can think I'm nuts (and that's okay) but when I get a new cue with a linen wrap, I tape the cue off neatly then spray the wrap with a thin coat of crystal clear enamel. Seems not to have any negative effect on the grip and protects and secures the wrap.
