From that picture alone, I'm pretty confident it is a pool cue.

But seriously, are there any more pics? Stuff like pin pics, the butt, weight bolts, just the cue/butt overall would be helpful.

Maybe you could consult with Magic 8 Ball, that picture is not much info.

Seen a couple cues with checker-board rings like that. Both were Taiwan/Chinese imports.
