what the difference between phenolic tip and white diamond

I have been reading a bunch about the white diamond tips. I have been breaking with phenolic tips for some time now but i'm thinking of switching. I have a hard time controling the cue ball with the phenolic tip.

What's the difference between the white diamond and phenolic? Is it just about holding chalk? What's the difference in material?

And, where to you buy the white diamond?
