One forum I used to moderate on had a section called 'The Looney Bin' where posts went that are deemed inappropriate for the main forum.
Examples of this would be threads discussing mods, other members, flame wars, attacks on cue makers, etc.
These threads would be moved to the to looney bin and would be left open, that way whoever is interested could still go and fight it out on the thread but it got it off the main forum since it really doesn't belong there.
Also the looney bin was a place for jokes, crazy photos and stuff along those lines, unlike NPR which is usually political discussion and serious stuff.
Getting your thread sent to the looney bin was sort of an honor actually.
