I'd have league play thoughout the weekdays, and leave the weekends open to host pro tour/amateur/open tournaments and/or pool exhibitions/promotions/lessons. And/or private events/parties on the weekends.
On the slowest night of the week, I'd offer free table time with purchase of food and/or beverage. I think the most money is made from drinks. So, the key is to get the max number of customers in the place.
I might even get a section for Darts and/or Foosball and get leagues going with that, too.
I'd have the place opened up during the mornings as a restaurant/bar and/or catering service. Whether I own/operate it myself or lease/rent it to a second party, it is still good use of time/space. I would probably operate the place as a pool n darts n foosball place from 5PM till 1AM during weekdays, 9AM till 1 AM on Weekends, and rent/lease out the place to a second party during the other hours within each 24 hour time period. Or cut a deal to have the second party (probably restaurant or catering) to pay for the utility bill. Seeing how they would be primarily using the electricity, water, AC/Heat, etc.
Maybe even have a section for a live band to draw more customers in.
If dealing with a smoking ban, I might make a smoking area with strong exhaust. Or create a mid-level along the walls with nearby exhaust which would be a great viewing area for spectating and/or televising events.
I'd probably try to get 1 head bar tender that is inventive with cocktails, and does the whole flair thing of spinning/juggling bottles and stuff. I've met a couple bar tenders that created some great tasting drinks, and that would seperate your bar from the common, run of the mill, bar.
Probably have a section as a Pro Shop or exhibition area for pool, darts, foosball products/services.
Maybe even have a "champagne" room, not really for champagne. A private and secure room with a pool table for big money gambling/betting.
Of course, I might have some cameras recording the action, and sell the videos (with names/faces hidden at the individuals' discretion).
