I've never seen the phrase "raked the balls" before. What does that mean?

Raking the balls is what folks do in a mini fit of disgust after they miss an easy out ball. Sweeping the balls on the table with the side of their cue thus scrambling the layout. It's just a dramatic concession move. If done improperly it can leave dents on your shaft......ouch!!

Last night, I played a game of 9 ball with a friend. I broke, made a ball, and the 9 rolled toward the corner pocket. I played a safety locking the CB behind another ball with no way possible for him to pocket the 9 with the CB.

He shot the 9 in with his cue and then picked up the CB and gave it to me. He said a foul is a foul, right? I didn't know what to call other than a foul...Now is no longer hanging in the corner but rather on the spot..

What is the call in this situation?

Its a foul, loss of rack.. All shots must be hit with a legal stroke. A legal stroke starts with contact of the cue ball with the tip of the cue stick..You cant shoot any ball without hitting the cue ball first...Period
