Just curious how you all would call this one.

Playing cheap sets for practice, player breaks, the cue ball flies straight up off the break, hits the light which in turn knocks the rack off the light.

The rack lands on the table and hits a bunch of balls. Cue ball stays on the table.

Do you just re-rack and break again, or just hang the rack back on the light and play from there?

It depends on whether you say the rack falling into the balls was 'caused by the cueball' or if it was 'outside interference'. Something like that, I'd call it interference and rerack. No one wants to play a BS game like that...

DoubleD has it: it's a foul ...at least under BCA:
(Balls that strike or touch anything not a part of the table, such as the light fixture, chalk on the rails and cushion tops, etc., shall be considered jumped balls even though they might return to the bed of the table after contacting items which are not parts of the table proper). In all pocket billiard games, when a stroke results in the cue ball or any object ball being a jumped ball off the table, the stroke is a foul. All jumped object balls are spotted (except in 8 and 9-Ball) when all balls have stopped moving. See specific game rules for putting the cue ball in play after a jumped cue ball foul.

I think between gentlemen, if it's fairly cheap sets, you just rerack and let the breaker have another swing. Or at worst the other player takes the break.

For serious money or in tournaments, you just call the foul and take the cue ball behind the head string, playing 'em as they lie.
 
Sure is a foul. Definatly a call to be decided by the pair playing if not in league or tourney. Id rerack its a fluke not interference in my opinion. Just my .02
