Family Billiards: If you have to stay within SF it's the place to go. Don't leave valuables in your car, there have been a rash of break-in's due to people leaving their valuables in plain sight.

There's cameras. Just crackheads don't care. Awful neighborhood.
 
If a bar tournament would interest you, I run one every Friday at a bar called Happy Lounge on Geary at 2nd Ave which isn't far from Family Billiards. Happy opens at 5pm for free practice.

It's a blind draw scotch doubles format so it ends up being a little more social than the average singles tournament, however it still stays pretty competitive. There will be free home made Thai food made by the owner who used to own a Thai restaurant. You get a free drink for playing and she's throwing $100 into the pot this week.
