I'm going to risk getting flamed here but being a 3C player this interests me so I set it up on my table.
With the newer position of the OB (second diamond) the CB really needs to be stroked very well not to scratch in the side with option 2. You have to travel nearly 2-1/2 diamonds and its all side spin. Draw doesn't do much more than help prevent any forward motion on the CB. In JB's diagram and with the amount of speed required to get the ball moving back I don't think the carom angle will be more than 90deg from the contact point unless we're talking about really filthy dirty balls that allow us to catch more of the OB and throw it in the pocket. 2-1/2 diamonds of spin going into the long rail @ 90deg is about the max for most players. Just give it a try. Max spin hitting straight across the short, how much spread do you get.
Now on option 1 with the new OB position speed control is the only concern but its very easy to hit the short for your second rail and nearly impossible to scratch unless you hit it bad and go into the right corner. Around 1:30 - 2:00 max high on the CB.
So with the new position I'd go with option 1. With the original OB position I'd go with 2.
And Ironman this is why I get busted.
