Pretty sure its illegal to have the work done out of country, !988 pre band ivory law is a international law and you could loose the cue in customs...............................................

You want to add a ferrule AND lighten it by about 20%? Means someone will have to take down 20% of the shaft wood or drill a hole in the thing, so hopefully you also wanted the diameter changed.

The. Only way you will lighten it without taking most of the shaft off is to change the insert out if it is brass.

Use a phenolic insert to save on weight, or some other material

A waste of time and money for a possible bad outcome. Spend the money and get a new shaft made.
