Sounds like the Nigerian scam letter. Does he want a certified or cashiers check for the $1000 refund
One of the funniest things I ever read was between one of those overpay and send the change on to my buddy things and a seller. The seller was well aware of the scam and played the nigerian for several months, made him lose his mind dangling thousands out, and made him pay a thirty-five dollar fedex fee, twice!
